Wright Risk Management is proud of its role in the development of the New York Schools Insurance Reciprocal (NYSIR). With several hundred owner-subscriber school districts, NYSIR is an A.M.Best A (Excellent) rated insurer and a model for reciprocal insurance programs throughout the nation. The success of this bellwether program is a tribute to the extraordinary commitment of participating school district officials and the organizational capabilities, outstanding expertise and creative energy of the Wright Risk Management team of professionals.
When New Yorks public schools faced an insurance crisis in the 1980s, WRM worked with state government on legislation enabling the formation of a reciprocal insurer. NYSIR, the first licensed municipal reciprocal insurer in the United States, began operations in 1989 with 54 school districts. Today, there are close to 350 member districts. The reciprocal, wholly owned by its subscribers, provides extensive property and liability coverage for member school districts.
WRM has managed NYSIR from the beginning, helping member school districts deal with their insurance needs on a long-term, cost-effective basis. We supervise all outside providers and are responsible for underwriting, statutory accounting, reporting and regulatory compliance administration, claims management, policyholder services, and safety and loss control engineering services. With NYSIR, school administrators have seen their coverage broaden and premiums stabilize, while benefiting from a school-focused risk management program and claims philosophy.

In 2003 WRM and the Board of Directors of Municipal Interlocal Risk Management Agency (MIRMA) worked together to create a Property and Casualty program for the public sector in Connecticut. This program was an extension of the existing MIRMA program, which wrote Workers Compensation coverage only. The MIRMA PAL program, utilizing local Connecticut agencies, makes available the traditional P&C coverages to municipalities and schools throughout the state.
New York Benefits for Educators & Students Trust (NYBEST) www.nybest.org
In 1997, NYBEST was formed by a group of NY state school districts seeking to determine if school districts, through cooperation, could improve their employee benefits programs in terms of price, products, services and options. WRM was selected as consultant on the study and has worked with the schools since to develop NYBEST from a conceptual idea to a working model, and is currently administrating and building the services provided through the NYBEST program.
State-Wide Schools Cooperative Health Plan (SWSCHP) www.swschp.org
WRM consulted with public schools in NY State to create a self-funded health/managed care program statewide. The program was designed to combat accelerating rates for health insurance while providing broader coverage for participants. WRM was engaged by this group to perform program management services including: enrollment, eligibility, development of participating practitioner list, billing, and claims administration oversight.
Workers Compensation Pools
We have worked with municipal associations, school districts and regional brokers to create Workers Compensation (WC) self-funding pools as alternatives to state-run and private WC coverage. WRM performs TPA services, funding level development, and risk management services to all our WC pools and independent groups. Our WC clients enjoy outstanding customer service, claims handling, and in-house bill review. Our unique process and reporting structure sets our services far apart from our competition and once we gain a client, we rarely see them depart our programs.
NYS Public Schools Workers Compensation Trust (Public Schools Trust)
WRM acts as the Plan Manager for the Public Schools Trust, providing claims services, risk management services, and overall program management services.
The Public Schools Trust is a non-profit, tax-exempt group workers compensation plan established solely for the benefit of public school districts in New York State. Eligible for membership is any public school district or Board of Cooperative Educational Services (BOCES). The Public Schools Trust provides its members with aggressive Claims Administration Services, focused on returning injured employees to work in a productive capacity as soon as it is appropriate to do so, and proactive Risk Management & Loss Control Services, focused on developing and maintaining an environment of safety consciousness.
